Methodology
The empirical phase of this research comprised of two main strands:

Policy makers and stakeholders were interviewed in two case study local authorities, to understand the development of biosecurity policies and enable comparative analysis of biosecurity policy in England and Wales.

Ethnographic methods involving participant observation and interviewing were used in the same two case study areas to assess farmers' reactions to biosecurity and local authority officers' attempts to implement biosecurity regulations.
