Aims and Objectives
Aim: To scope a Direct and Variable Charging (DVC) scheme for the collection and disposal of residual waste from householders in Wales.
Objectives:
1. To assess the role of DVC as a key driver to changing public behaviour in order to minimise waste produced.
2. Scope legislative framework.
3. Evaluate the most effective approach for collection under DVC.
4. Evaluate the advantages and disadvantages of introducing DVC charging for residual waste deposited at household waste recycling centres.
